The
BOA was authorized by GC 2003 to approve the final draft of Zimbabwe's
Book of Discipline, and then to confer General Conference status
when appropriate. It was felt that waiting four years until GC
2007 was an undue delay in the process in view of where Zimbabwe's
BOD now stands.
